I would like to send you a report from the meeting in march of the ECAST. I attach the agenda and the approved minutes. Most important is possibly the European Aviation Safety Plan (EASp). It seems that ECAST and EASA avoids those difficult problems that have to do with for example Flight Crew Performance.

ESAM has decided to publish information about the ESSI ECAST work on the web site. It is very important to remember the following:
It is important to notice that all the signatory organizations are equal partners, they commit themselves to provide recourses to the work in the Teams and most important: they pledge to take reasonable actions as a result of the work within the ESSI areas!
In September 2009 ECAST decided:
"Launching an ECAST Implementation Team
Action 09/03/07: Propose draft Terms of Reference for a possible ECAST Implementation Team (ECAST SIT). The different instruments for implementation should be described and a reference should be made to the pledge.
Commonalities and differences between US CAST and ECAST were discussed in terms of mandate, resources and involvement, and organisation. ECAST is more that a Safety Promotion team: ECAST member organisations have committed to take action as per the pledge.
An implementation team should serve implementation purposes, not only safety promotion. SEs can be implemented either through voluntary action or through regulation. The implementation team could also be tasked to monitoring SE implementation and SE effectiveness to improving safety."
